
NEW PS VISITS GMA ON FAMILIARISATION TOUR
The newly appointed Permanent Secretary of the Ministry of Transport, Works and Infrastructure Mr. Matar Ceesay made a familiarization visit to the GMA Head Office in Bijilo, on Thursday 23 May 2024. The PS was received by the Director General of GMA and his Senior Management team.The DG and his team briefed the PS on the activities of GMA and its efforts to establish itself as a leader in regulation of the maritime sector. The DG pointed at significant progress made by GMA considering the administration’s reliance on subvention to finance its operations.
DG Janneh also highlighted the progress made in ratifying and domesticating IMO Conventions, the most recent being the Maritime Labour Convention (MLC 2006) and the OPRC.The DG sought support from the Ministry in terms of expanding GMA’s revenue generation to enable the Administration to finance its activities and projects which currently includes the construction of a head office at Senegambia in Kololi.
The PS was also introduced to the different departments in GMA which include the Department of Legal Affairs, Department of Marine Environment and Governance, Department of Ship Registry, Department of Shipping and Maritime Services, Department of Maritime Safety and Security, Department of Finance, Department of Human Resources and Department of Administration.
PS Ceesay on his part thanked GMA for receiving him and his team which included the two Deputy Permanent Secretaries; Mr. Ebrima Colley (DPS Technical) and Ms. Mariama Fofana (DPS Admin). He expressed satisfaction at the progress of GMA which he said is the last institution to be established under the Ministry. PS Ceesay pointed that GMA is a test case for Government and its success will determine Government’s policy on the relationship between operational institutions and regulatory ones. Mr. Ceesay disclosed that Government will “unbundle” operators from regulation as different entities. PS Ceesay advised GMA to focus on sustainability and be dynamic in responding to challenges to ensure continuity. He concluded by emphasizing the government’s determination in the river revitalization project and the port expansion project.
