Mr. Ousman Touray is the Deputy Director General of GMA with over 27 years of experience in the maritime sector. As Deputy Director General, Mr. Touray is responsible for assisting the Director General in overseeing the overall strategic, operational, and administrative management of the GMA. The Deputy Director General provides leadership, ensures regulatory compliance, coordinates maritime programs, and promotes the development and implementation of policies to achieve the Administration's goals. He further supports the Director General in formulating, implementing, and reviewing policies and strategies for effective maritime governance.
The DDG also partakes in developing and implementing long-term strategic goals aligned with the national and regional maritime objectives. Furthermore, he represents GMA in policy discussions and ensures alignment of GMA policies with international maritime standards and regulations, including those of the International Maritime Organization (IMO). The DDG also oversees the day-to-day operations of various GMA departments to ensure efficiency, compliance, and alignment with established policies. He coordinates cross-functional activities, including monitoring and evaluating department performance, and ensures continuous improvement of services. Mr. Touray leads the implementation of projects and programs as outlined in GMA's strategic plan.
DDG Touray is a Marine Engineer by training and has worked as a Marine Surveyor and Principal Officer Maritime Safety and Environment in GMA where he was responsible for the regulation of Safety and Environment for all ships that are registered under The Gambia. Mr. Touray also oversaw Port State Inspections at the Port of Banjul in fulfillment of GMA’s mandate.
Before joining GMA in 2012, DDG Touray worked at the Gambia Ports Authority as a Manager Marine Engineering under the Ferries Division. He oversaw routine and breakdown maintenance of fleet machineries as well as fleet splitting schedules and material identification for maintenance at the Banjul Shipyard.
Mr. Touray has a master’s degree in Marine Environment and Ocean Governance from the prestigious World Maritime University in Malmo, Sweden. He also holds a bachelor’s degree in Naval Architecture and Marine Engineering from the Regional Maritime University in Accra, Ghana.
